To download a Minecraft mod, go to a trusted site like MinecraftMods or your LearnToMod account, browse the list of user-created mods, and click on one that you find interesting.
Place the obsidian and create a Nether Portal frame like this : You can leave the corners empty, or can place any block there(even obsidian). To make a Nether Portal in Minecraft PE, you will need 10 Obsidian(made by mixing of lava and water, and can be mined using a diamond pickaxe), and a flint and steel.
